§ 2. Qualifications.

Commissioners shall have resided in Emmitsburg, for at least one year immediately preceding their election and shall be qualified voters. Each Commissioner shall reside in the town during his or her term of office, and his or her removal of his or her residence from the town during his or her term shall immediately vacate his or her office. The Board shall be the judges of the election and the qualification of its members.
